The Welcome Center is an integrated regional services hub with a 138-bed transitional housing facility serving recently arrived immigrants who are homeless or at risk of homelessness, creating a new support model for refugees that formed a new global standard of care and example for other communities.

The project comprises a five-storey concrete building with one level of underground parking. It offers multiple services creating an integrated regional services hub and housing project serving recently arrived government assisted refugees, to assist them to become integrated into the broader community.

The Centre brings together several other organizations, public institutions, government services and specialized programs that are geared toward meeting the immediate needs of recently arrived refugees, including an integrated first language health service program with refugee trauma treatment services, multilingual settlement support, government outreach offices for both the federal and provincial government services, food bank, banking kiosk, teaching facility, immigrant refugee youth drop-in, specialized child minding centre as well as the ISSofBC corporate offices.
