STRATEGIC ADVISOR

As Strategic Advisor and experienced Senior Development Manager, Kelly is responsible for social-purpose and market development projects. She focuses on complex structural projects such as master planning, social purpose economic development, as well as housing development for women and seniors. Kelly is actively involved in her projects throughout all phases, and guides different levels of governments in strategic planning, policy change management, governance and/or economic development throughout British Columbia.

Kelly joined Terra in 2017, become a Senior Executive in 2021 and Partner soon after. She brings over 20 years' experience in both public and private community development sectors in various roles in real estate and has a demonstrated passion to provide fair opportunities and real estate economic solutions through the provision of community development. She has been involved with more than 3,000 units of non-market/market housing development, community spaces, healthcare, and commercial projects. Kelly has worked with a variety of non-profit organizations, Indigenous groups, private entities, and governments. She specializes in master planning community development, strategic planning, source funding, real estate finance, and private and public partnerships.

Kelly holds a double master’s degree from New York University: a Master in Real Estate Finance and Investment and a Master in Business Administration, as well as a Bachelor of Environmental Design in Architecture. She is currently certified as a Technician Aboriginal Economic Developer (TAED) from the Council for the Advancement of Native Development Officer (Cando). Kelly also served as the former Executive Director of Tofino Housing Corporation, a municipal- owned housing authority that aims to provide safe and affordable housing. She has been appointed to be a Board of Director with Hupacasath First Nation’s Development Corporation since 2024.
