Terra worked with the Society to develop this low barrier homeless shelter and homeless/at-risk housing project. There was an urgent need for the project at the time as two downtown hotels had been demolished to make way for the court house, displacing 40 to 50 low income residents, many of whom were living with mental health and/or addictions issues and had few other options for housing. 

This project involved the substantial renovation of a dilapidated heritage building; the heritage façade of the original building was retained and a new three-storey construction with 58 units (a 30-bed shelter and 28 one-bedroom units) was added. Since opening, the Bridget Moran shelter has been consistently operating at 170% capacity. Terra worked with ASAP to overcome significant neighbourhood resistance to the project enabling its completion.
